200307-N-BI924-1109 NORFOLK (March 7, 2020) Ship namesake Hershel "Woody" Williams delivers remarks during the commissioning ceremony of the expeditionary sea base USS Hershel "Woody" Williams (ESB 4). USS Hershel "Woody" Williams is the Navy's second, purpose-built expeditionary sea base. While originally created to operate as a Military Sealift Command support ship, both the USS Hershel "Woody" Williams and the USS Lewis B. Puller (ESB 3) have been commissioned to provide greater mission flexibility in accordance with the laws of armed conflict.
