Mr. Timothy P. “Tim” Murphy is the Counsel to the United States Navy's Military Sealift Command (MSC), headquartered in Norfolk, Virginia.  He oversees the efforts of more than thirty attorneys and legal support staff members who provide the command with full service legal support from the headquarters and five field offices throughout the world.  MSC's mission is to provide assured logistics, strategic sealift, and conduct other specialized missions at sea in support of Navy and joint global operations.  MSC is a Type Commander reporting to Commander, U.S. Fleet Forces Command and Commander, U.S. Pacific Fleet, responsible for manning, training, and equipping a force of 130 ships and 8300 personnel.  MSC is also the Naval Component Command for U.S. Transportation Command and is aligned to Assistant Secretary of the Navy for Research, Development and Acquisition supporting acquisition procurement and contracting functions.
 
Mr. Murphy was selected as MSC’s Deputy Counsel in February 2016.  Prior to joining MSC, Mr. Murphy served with the Naval Supply Systems Command as Counsel, Navy Exchange Service Command (NEXCOM).  As NEXCOM Counsel, Mr. Murphy led an Office of Counsel team that provided legal advice and representation to NEXCOM, a multi-billion dollar retail operation in a variety of practice areas including Commercial and Business Law, Civilian Personnel Law (CPL), Government Contracts, Ethics and Standards of Conduct, International Transaction and Host Nation Laws, SOFA related issues, Real Estate and Leasing, Fiscal Law, General and Administrative Law, Litigation, as well as Information Access.
 
Prior to being selected as Counsel to NEXCOM, Mr. Murphy was Counsel for Navy Region Europe, Africa, Southwest Asia, a field activity of Commander Navy Installations Command (CNIC).  The Command’s shore installation management responsibility extended from England to Greece, south and east through Bahrain and Djibouti.  As Counsel, Mr. Murphy supervised an office of counsel that consisted of eight attorneys: including two host nation lawyers (Italy and Spain) as well as the Counsels for NAVSTA Rota, NSA Naples, NSA Bahrain and Camp Lemonnier, Djibouti, providing the Regional Flag Commander the full range of OGC support.
 
Mr. Murphy began his career with DON OGC in 1997 as a field attorney with the Naval Facilities Engineering Command (NAVFAC) in Norfolk, VA.  Mr. Murphy has over 30 years of legal experience with both OGC and from private practice.  Mr. Murphy received his Juris Doctor from the California Western School of Law in San Diego, California and is a member of the Virginia State Bar.  Mr. Murphy received a Masters in Business Administration (MBA) degree from the College of William and Mary located in Williamsburg, Virginia.  Mr. Murphy also holds a Bachelor of Science degree in Business Administration from Old Dominion University in Norfolk, Virginia.
 
Mr. Murphy is active with and a member of his local Parish Council and School Board and is an Executive Board Member of an Eastern Virginia non-profit organization focused on charity.
