USS Frank Cable
While inport USS Frank Cable (AS 40) displays flags in honor of the change of command ceremony. The change of command ceremony is a time-honored Navy tradition where the current commanding officer is relieved by the prospective commanding officer with their immediate superior in command as a witness. Capt. Pat Scanlon was relieved by Capt. Tom Stanley as commanding officer of Frank Cable. (U.S. Navy photo by Mass Communication Specialist 3rd Class (SW) Trevor Welsh)
