Executive Officer: Captain William Scouten

CAPT William T. Scouten hails from Westfield, New Jersey. After graduating from Davidson College in 1990 with a Bachelor of Science in Chemistry, he was commissioned in the US Navy through the Health Professions Scholarship Program and earned a Doctor of Medicine degree in 1995 from the Wake Forest University School of Medicine. CAPT Scouten completed a psychiatry internship at the National Naval Medical Center and then was assigned to Naval Hospital Yokosuka, Japan as a general medical officer, where he headed the Negishi Branch Health Annex. Following his three year utilization tour, CAPT Scouten returned to Washington, D.C. and completed training in General Pediatrics and Pediatric Endocrinology in the National Capital Consortium, one of the first military tri-service residency and fellowship programs.

CAPT Scouten was assigned to Naval Medical Center Portsmouth (NMCP) as a Staff Pediatric Endocrinologist in 2005. During his time at NMCP, he built a robust pediatric endocrine practice and multidisciplinary diabetes management center that serves the largest population of pediatric beneficiaries in the military health system. He established and led the NMCP Pediatric Subspecialty Group from 2006-2010 and served as the Pediatric Department Chairman from October 2010 to April 2011, managing the largest Department of Defense training program with 200 staff and over 30 joint service residents in training. CAPT Scouten chaired the BUMED Diabetes Action Team, drafted health care policy, and implemented programs to improve diabetes management at Navy treatment facilities. In addition, he directed a state-wide effort to standardize the diabetes management plan for children attending schools in the Commonwealth of Virginia.

CAPT Scouten was selected as the U.S. Southern Forces Naval Command/FOURTH Fleet Surgeon in 2017. In this position, he provided medical recommendations to maintain the force health protection of personnel deployed to the FOURTH Fleet area of operation and developed and implemented global health engagement programs in partnership with component commands to broaden the professional scope and readiness of U.S. service members and build relationships with and between military and civilian partners.

CAPT Scouten deployed several times on USNS Comfort (T-AH 20). He was the Pediatric Department Head in support of Continuing Promise 2009 and Assistant Director of Medical Services and pediatrician in support of Operation Unified Response, after the earthquake in Haiti. CAPT Scouten was selected as the Director of Medical Services for Continuing Promise 2011 and the Director of Medical Operations for Continuing Promise 2013. More recently, he was an integral planner for the USNS Comfort Deployment 2018 and 2019. In these roles, he developed the clinical concept of operations; provided overarching mission guidance and policy; performed boots-on-ground needs assessments; integrated and aligned combatant command, interagency, non-federal entities, and operational medical teams for optimal effect; negotiated international privileging, donations, and importation of medications and supplies; and directed mission planning and execution.

In 2015, CAPT Scouten was conferred the rank of Master Clinician by his peers in recognition of superior contributions to patient care, academic research and education. He is an Assistant Professor of Pediatrics at the Uniformed Services University of the Health Sciences and is a published expert and consultant in the field of thyroid cancer and ship-based disaster and humanitarian medicine. CAPT Scouten’s personal awards include: Meritorious Service Medal with gold star, Navy Commendation Medal, Army Commendation Medal, Navy Achievement Medal, and Army Achievement Medal.
