Qualification for Items Critical to Shipboard Safety on MSC Vessels

COMSC Instruction 4490.1C establishes MSC policy in accordance with 10 USC §2319 and DFARS 209.2 for the procurement of items critical to safety on MSC ships. In general, MSC will rely on OEM Parts and service for designated ship critical safety items, following all applicable federal procurements regulations in the contracting for those parts and services. In addition, MSC will accept and review submissions from non-OEM contractors for consideration of qualification of their parts and/or services as an acceptable alternative to the OEM. The following links provide reference for COMSC Instruction 4490.1C, guidance on non-OEM contractor submission requirements for MSC qualification consideration, and a link to previously qualified non-OEM contractors.

For information about ongoing solicitations, awards, and justifications for other than full and open competition required by FAR 6.305(d)(2), please refer to the Contract Opportunities website (https://sam.gov), and search for opportunities posted under Department of the Navy/Military Sealift Command.
