Command Master Chief Fischer is a native of Colorado Springs, Colorado. Following graduation from Thomas B. Doherty High school he enlisted in the Naval Reserves in December 1989, reporting to Recruit Training Center Orlando FL in July 1990, followed by AZ “A” school in Meridian, MS. He rejoined the active duty Navy and attended SK “A” school in February 1993 followed by Basic Submarine School in Groton, CT.

Duty stations as an AZ include Naval Air Reserve Center, Denver, CO including activated deployments on USS Ranger CV-61. His sea duty assignments as an SK/LS include USS Georgia SSBN-729 (B), Washington; USS Ohio SSBN/GN 726 (B), Washington; USS Emory S Land AS-39, LaMaddelena Italy; and USS Frank Cable AS-40, Guam.

His shore assignments include Commander Submarine Squadron Seventeen, Washington; Commander Submarine Squadron Fifteen, Guam; Commander Submarine Pacific Fleet, Hawaii. 

Command Master Chief Fischer was selected to Master Chief Petty Officer in 2008. In February 2013 he was selected for the Command Master Chief Program and reported for duty as Helicopter Sea Combat Squadron TWO FIVE (The Island Knights) Command Master Chief in April 2014, where he served until July 2016. He was selected and received orders to the USS Bonhomme Richard in June 2016 and reported for duty the same month.  Command Master Chief Fischer was selected for duty as CTF73/COMLOGWESTPAC CMC and reported June 2018.  CMC Fischer was selected for duty as Command Master Chief Military Sealift Command Headquarters, Norfolk VA, and reported in November of 2020 Command Master Chief Fischer has an Associate degree in Management from Columbia Southern University, is a graduate of the Command Leadership (CLS) course, and a graduate of the Navy Senior Enlisted Academy (Class 179 Green).
