COMPSRON THREE

As part of the Navy's strategic sealift capability, Commander, Maritime Pre-Positioning Ship Squadron 3 (COMPSRON THREE) is responsible for the operation and administrative support to non-combatant ships of the Military Sealift Command Pre-positioning Program in the Western Pacific Ocean. These time-chartered ships carry afloat pre-positioned U.S. military cargo for the U.S. Marine Corps and the U.S. Army. The Squadron's mission is to provide sea transportation of vital equipment and supplies to a designated area of operations.

MPSRON THREE also has operational control of Combat Pre-Positioning Force or CPF and Logistics Pre-Positioning Ship. Combat Pre-Positioning Force ships provide quick-response delivery of U.S. Army equipment for ground troops. Logistics Pre-Positioning Ships do the same for the U.S. Air Force, the U.S. Navy and the Defense Logistics Agency. On a routine basis, COMPSRON THREE assumes or relinquishes operational control of these ships to its sister COMPSRON TWO squadron to ensure that the correct mix of ships are available around the world. At any time, one or all of COMPSRON THREE's assigned CPF or Logistics Pre-Positioning Ships may be deployed to missions around the globe. 

Additionally, the Squadron can be tasked as the SORTIE Commander ahead of a major Typhoon in order to have all ships in the expected affected area to depart safely and to a safe haven to ride out the storm.  While as the SORTIE Commander the Squadron will work directly with all Commander, Task Force 73’s vessels throughout the AOR including Guam, Saipan, Japan, South Korea and Singapore.  The Squadron could also have its ships assigned to conduct Humanitarian efforts post a major disaster.  MPSRON THREE's command is headquartered onboard Naval Base Guam - Joint Region Marianas. Currently the USNS Watkins (T-AKR 315) is designated as the commands Flagship.

Captain Michael G. Mortensen

Captain Mortensen was raised in Murdock, Neb., and attended the U. S. Naval Academy earning a B.S. degree in Systems Engineering and his commission in May, 2000. 
 
Upon completion of Division Officer Surface Warfare Officer School in Newport, R.I., he reported to USS Patriot (MCM 7) in January 2001.  Aboard Patriot he served as Communications Officer, Combat Information Center Officer and Operations Officer completing two Seventh Fleet deployments and numerous international exercises. 
 
Following Patriot, Capt. Mortensen attended Nuclear Power School and Nuclear Power Training Unit, Balston Spa.  From October 2003 to January 2006, he served as RP05 Division Officer aboard USS John C. Stennis (CVN 74).  During this tour he completed a deployment to Seventh Fleet, a 12 month Dry-docking Planned Increment Availability at Puget Sound Naval Shipyard and was certified as a Nuclear Engineer Officer by Naval Reactors.
 
Capt. Mortensen’s next station was at the Naval Postgraduate School earning a Masters Degree in Systems Engineering and completing Phase I Joint Professional Military Education.  Following Naval Postgraduate School, Capt. Mortensen attended AEGIS Weapons System School in Dahlgren, Virginia and Department Head Surface Warfare Officer School in Newport, Rhode Island. 
 
After graduating from Department Head Surface Warfare Officers School he served on USS Gridley (DDG 101) from June 2008 to January 2010 as Operations Officer.  During this tour he completed two deployments to U.S. 5th Fleet and U.S. 7th Fleet and was temporarily assigned to Destroyer Squadron Seven to assist in Fifth Fleet exercise planning and operational plan development. 
 
Completing his tour aboard Gridley, he reported to USS Enterprise (CVN 65) from January, 2010 until January, 2012.  While aboard Enterprise he served as CHEM/RADCON Assistant completing a 27 month Dry-docking Planned Increment Availability and a U.S. 5th Fleet and U.S. 6th Fleet deployment.
 
Returning to shore duty Capt. Mortensen took charge as Commander Naval Air Forces, Pacific detachment Puget Sound Naval Shipyard Officer in Charge, serving as the Type Commander represent for three aircraft carrier dry dock availabilities. 
 
After serving ashore, Capt. Mortensen was assigned to USS Bunker Hill (CG 52) from June, 2014 until December, 2015 as Executive Officer.  While aboard Bunker Hill, he completed a U.S. 5th Fleet deployment and screened for Commander Command Afloat.
 
Upon successful completion of his Executive Officer tour, Capt. Mortensen was assigned to Naval Surface & Mine Warfare Development Command staff working with John Hopkins to propose new technology for research and development for shipboard use.  In June of 2016 Capt. Mortensen was ordered to fill a gapped Executive Officer billet onboard Gridley. 
 
After filling Executive Officer billet for 7 months, Capt. Mortensen fleeted up to Commanding Officer on January 27th 2017.  As Commanding Officer, he led the crew through an arduous 15 month drydocking and initial qualification phase of basic training in preparations for Gridley's NATO deployment.
 
Completing his Command tour aboard Gridley on July 20, 2018, CAPT Mortensen reported to USS Gerald R. Ford (CVN 78) as Assistant Reactor Officer in May, 2019 after completing training at Naval Reactors and a site visit to Naval Nuclear Laboratories in West Mifflin, PA.  Capt. Mortensen was selected for the rank of Captain in May of 2020.
 
Capt. Mortensen reported as Director, Joint Integrated Space Team – USSTRATCOM in September of 2021 and has since taken command as the Commodore for COMPSRON THREE in January of 2025.

 Capt. Mortensen’s personal awards include the Meritorious Service Medal (3), Navy Commendation Medal (4), the Navy and Marine Corps Achievement Medal (2), the Battle E (4) and other various unit and campaign awards.

Commander Dong I. Hopkins was born in Seoul, South Korea. He attended Illinois Institute of Technology and graduated with a Baccalaureate degree in Business Administration and Management. Through the NROTC program he commissioned into the Surface Warfare Community on December 2009.

On April 2010, Cmdr. Hopkins reported aboard USS Guardian (MCM 5). While forward deployed to Sasebo, Japan, he served as Training Officer, Electrical Officer, and Main Propulsion Division Officer. He completed two U.S. 7th Fleet deployments in conjunction with numerous international exercises.

Following Guardian, Cmdr. Hopkins served onboard USS Germantown (LSD 42) from February 2013 to August 2014 as the Training Officer. He completed two U.S. 7th Fleet deployments and various joint exercises with III MEF Marines and Allied Nations.

Cmdr. Hopkins’ next duty station was at Special Reconnaissance Team Two, located at Little Creek, Virginia. He served as Assistant Operations Officer from September 2014 to April 2017.

After graduating from Department Head Surface Warfare Officer School in February 2018, he served aboard USS Wasp (LHD 1) from April 2018 to October 2019 as the Combat Systems Officer. While forward deployed to Japan, he completed two U.S. 7th Fleet deployments and various joint exercises with III MEF Marines and Allied Partners.

After completion of the Wasp tour, he reported aboard USS Mesa Verde (LPD 19) as the Plans and Tactics Officer from November 2019 to August 2021. He supported bringing the ship out of maintenance phase and through the training phase until he transferred CPR 6.

Post his second Department Head tour, he served as the N4 Materials Officer at Amphibious Squadron Six (CPR 6) from September 2021 to January 2024. He managed material readiness for eleven ships and completed a U.S. 6th Fleet deployment with the Kearsarge Amphibious Readiness Group, facilitating exercises with Allied European Partners.

From February 2024 to June 2025, he attended the US Naval War College in Newport, RI. He earned his Master’s Degree in International Relations and Strategic Planning.

Upon graduating the U.S. Naval War College, he reported to Maritime Pre-positioning Ship Squadron Three (MPSRON 3), Guam on July 2025 to serve as the Chief Staff to manage ten ships in the INDOPACOM AOR.

Chief Petty Officer Barbo is a native of Saipan, CNMI and completed Navy Boot Camp at Recruit Training Command, Great Lakes in August, 2012.

Upon completion of Gunners Mate “A” School, he reported to his first duty station, USS Frank Cable (AS 40) in February 2013.

Aboard Frank Cable, he served in Weapons Department Gunnery Division as an Armory Technician and Ammunition Administrator and completed two deployments and various exercises within U.S. 5th and 7th Fleet.

Following Frank Cable, Chief Barbo reported to Naval Air Station Key West (NASKW) where he served as a Range Safety Officer and Leading Petty Officer for NASKW Security Department Weapons Division.
 
Completing his tour in NASKW, he reported to Maritime Expeditionary Security Group ONE Detachment Guam (MESG-1 Det. Guam) in October, 2021. Upon arrival, he was promoted to Chief Petty Officer and served as a Team Leading Chief Petty Officer in Bravo Company. Before his distribution upon promotion to Chief, he completed one special mission with his team aboard the USNS Effective (T-AGOS 21).

Chief Barbo reported to USS Emory S Land (AS 39) on July, 2022 where he served as the LCPO for Weapons Department Gunnery Division, Antiterrorism/Force Protection Division, and Weapons Department LCPO. He completed one eleven-month deployment in support of AUKUS (Australia, United Kingdom, and United States) before reporting to his next command.

Chief Barbo currently serves as the Senior Enlisted Leader and Assistant Force Protection Officer in Commander Maritime Pre-positioning Ship Squadron Three (COMPSRON-3).

GMC Barbo’s personal awards include the Navy Commendation Medal (1), the Navy and Marine Corps Achievement Medal (4), and various unit and campaign awards.
